Possible answers:
- The most effective rules: to use the Internet carefully, to check information before sharing it, to think before posting, and to be polite online.
- The rules that can hardly give any result: to ban all social networks or to forbid teenagers to use the Internet at all.
- Other rules to add: to protect personal information, to use strong passwords, to avoid talking to strangers online, and to report suspicious messages.
My opinion: I think the most useful rules are the ones that teach people to be careful and responsible online. They can really help avoid problems. Rules that completely ban the Internet are not realistic and will not work well. I would also add rules about privacy and online safety.
