1) In Russia disabled war veterans have more privileges than in Germany.
Russia: retirement pension plus invalidity pension; 50% reduced payment for housing, telephone and public utilities; free medical care, wheelchairs, OKA cars and petrol at a discount; free accommodation in a health resort; free return passage by sea, air or railroad once a year; housing and telephone without waiting lists; free assistance about the house for some disabled people.
Germany: ordinary invalidity pensions with no extra payment; retirement possible at 60; medical service at a reduced price; mobility allowance; reduced-price travel tickets; no health resorts; free tickets only for those looking after disabled people; free nursing and assistance only for poor disabled people.
2) On the whole, disabled war veterans in Russia are provided with more benefits than in Germany. In Germany there are fewer privileges, and many of them are given only at a reduced price. In many ways, Russia offers better social support for these people.
3) I think this reform is important and necessary, because it helps disabled war veterans live more comfortably and with dignity. The government should continue to support them.
