Yes, I think Russia is a welfare state because the government provides social support for people in need. There are pensions, unemployment benefits, child benefits, disability payments and free medical care. In Russia, social services are organized through state institutions and local social protection offices.

My family receives child benefits and free medical services. However, not all people get benefits easily, because the system can be slow and some documents are difficult to collect. One disadvantage is that the amount of support is sometimes too small.
