Yes, I think Russia is a welfare state because the government provides social support for people in need. For example, pensioners, disabled people, families with children and unemployed people can receive benefits. In Russia the system of social service is organised through state and local social protection offices.
My family receives child benefits and medical care. However, not all people who are entitled to benefits get them easily, because the system is sometimes slow and complicated. One disadvantage is that the amount of support is often not enough, and people have to wait a long time for help.
