«Грейт Истерн» остаётся одним из самых важных судов в истории кораблестроения — трансатлантический кабель уже был проложен, что означало, что у Европы и Америки теперь была линия связи.

В предложении описываются два действия: the Great Eastern remains one of the most important vessels и the Trans-Atlantic cable had been laid.
Сначала был проложен трансатлантический кабель, а потом «Грейт Истерн» остаётся одним из самых важных судов. Это видно по форме had been laid, которая показывает более раннее действие.
Используются времена Present Simple (remains) и Past Perfect Passive (had been laid).
Мы не знаем, кто именно выполнил действия, потому что в предложении важен сам факт действия, а не его исполнитель.
Пассивная форма используется, потому что нужно подчеркнуть результат действия — кабель был проложен, а не того, кто это сделал.
