Possible answer:

I think the best way to deal with irresponsible behaviour is educating people from an early age. If children learn about responsibility, respect and the consequences of their actions, they are less likely to behave badly in the future.

Talking to people can also help, because sometimes a person just needs advice or a warning. For more serious cases, giving a caution or fining people may be necessary. In some situations, community service is a good punishment because it helps society and teaches people to be more responsible.

I do not think isolating people is the best solution, because it does not solve the problem in the long term. In my opinion, education and a fair punishment are the most effective ways.
