1) In Russia war veterans have more privileges than in Germany. Disabled war veterans in Russia get a retirement pension plus an invalidity pension, a 50% reduction for housing, telephone and public utilities, free medical care, wheelchairs and cars at a discount, free accommodation in a health resort, free travel once a year, housing and telephone without waiting lists, and free help around the house for some disabled people.

In Germany disabled war veterans have fewer privileges. They get ordinary invalidity pensions, medical service at a reduced price, a mobility allowance, cheaper transport tickets, and free nursing only for some people below the poverty level.

2) On the whole, Russia provides more benefits for disabled war veterans than Germany. In many ways, the Russian government cares for these people better. In Germany there are fewer special privileges, and some of them are available only to people with low incomes.

3) I think this reform is useful if it really helps elderly people and disabled veterans get better support. The government should care for such people and make their lives easier.
