One effective way to reduce the number of stray animals is to introduce free spaying and neutering. This would help prevent unwanted litters and, in the long term, lower the number of homeless pets in the area.
Another useful measure is to build animal shelters and provide temporary accommodation for stray animals. In addition, a pet adoption day could encourage local people to give abandoned animals a new home. Stricter laws against animal abuse would also help protect pets and make owners more responsible.
Finally, education is very important. Seminars for children and adults on how to care for pets could teach people to look after animals properly. Certified dog trainers, pet sitters and dog walkers would also support responsible pet ownership.
