A. The purpose of the letter is to give advice to a friend. It is addressed to a friend, so it is written in an informal style.

B. The purpose of the letter is to ask an agony aunt for advice. It is addressed to a woman the writer does not know well, so it is written in a semi-formal style.

The style is different because it depends on the person the letter is addressed to. We use an informal style when writing to friends and a semi-formal style when writing to people we do not know well or when we want to be more polite and respectful.
