2) He uses the Past Simple (started, joined, came) and the Past Progressive (was going, were dancing, was playing).

3) The rule is correct: we use the Past Progressive for an action in progress in the past and the Past Simple for a shorter finished action.

4) In Kursk on the Sunday before New Year, people were shopping, decorating their homes and preparing for the holiday.
