Hi!
I’m sorry to hear about your neighbours’ dog. I think you should talk to them politely and explain that the barking keeps you awake at night. If that doesn’t help, you could ask them to keep the dog inside at night. You can also use earplugs to sleep better. If the problem continues, you should contact the local council. I hope everything gets better soon.
