When we ask about a person: What is he / she like? — the answer can refer to appearance or character, or both — appearance and character:
What is Melissa like? — Melissa is a pretty young girl with grey eyes and long fair hair. She is smart and friendly.
When we only ask about appearance, we say What does he / she look like?
What does Ilya look like? — Ilya is quite handsome. He is slim. He has got short dark wavy hair.

Example:
