Negations in the passive voice are made with was/were + not + V3:

Questions in the passive voice are made by putting was/were before the subject:

Was the book bought last weekend?
Were the churches built last century?

Wh-questions are made with a question word + was/were + subject:

When were the apples bought?
Where was the car made?
Why were the letters burnt?
