2. “Your room looks completely different!” “Yes, it has been decorated.”

3. He didn’t take his school-leaving exams because he had been expelled from school.

Разбор: во всех предложениях нужен Passive Voice. В 1 и 3 предложениях действие произошло раньше другого действия в прошлом, поэтому используется Past Perfect Passive (had been + V3). Во 2 предложении результат виден сейчас, поэтому подходит Present Perfect Passive (has been + V3).
