In reported speech, we use the infinitive with to to express an order or a request: The editor said to Arm: «Put the idea into action.» The editor asked Ann to put the idea into action. Note the negative form of the infinitive: He said to Ann, «Don’t decide what your children should do.» He advised Ann not to decide what her children should do.
